PC won't boot up. Can someone help me troubleshoot?

I built the following in the Bitfenix Prodigy a few weeks ago and had no issues until recently:

CPU: Intel Core i5 4670K
M/B : MSI B85I
RAM: 8GB Corsair Vengeance DDR3
PSU: Corsair CX500M
SSD: 120GB Samsung 840 EVO
GPU: EVGA GTX 750 Ti
OS : Windows 7 Home Premium

One day I tried turning it on and it just didn't power up. The previous day i had been playing games just fine. Opened up and tried again found that the fans begin to spin but immediately stop and nothing happens. (nothing on display) There were no beep codes but im guessing there is no internal speaker anyway.

So far i have tried reseating the RAM, removing everything i dont need ie SSD, DVD, GPU, case fans all with no change. I unwired everything and rewired my vital components, M/B and CPU are powered, CPU fan header is in as are all my front panel connections.

Yes, the power cord is in properly and i have tried a different power cord and a different wall socket.

I have concluded that a component must have failed but i cant work out which one. Tried paperclip test on PSU and the fan spins ok.

Maybe PSU not powering my CPU or motherboard properly? The motherboard might have failed/shorted? (checked for anything on mb) Or could the CPU have failed?

My motherboard is a cheapish one so its my prime suspect. However when i first built the PC i had the exact same issue (fans spin momentarily then stop) except the CPU power wasn't plugged in. This suggests maybe the PSU is not powering the CPU?

Any suggestions would be much appreciated as i am at my wits end! Thanks, John

Do any of your case lights come on when you try to power it up? I had a computer that recently did that, it would "power" up, fans would spin, and case lights would stay on, but would not display a picture. It turned out to be a PSU issue. Someone could correct me, but I think the CX series from Corsair aren't that great.
 
1. BREADBOARD it again with just CPU, MB, RAM(just single stick), PSU, MONITOR, donot attach the front panel connections from CASE/CABINET, try a SCREWDRIVER to short the POWER PINS, but no more than 4 seconds, and be careful not to touch any other pins.

2. Replace the CMOS battery with a new one.

3. If you have a spare PSU try with that or you may borrow one from someone.

4. Check the CPU for any bent pins with a magnifying glass under sunlight.

5. If all fails then it could be your MB is faulty.

I had a similar problem and it ended up being the PSU the PSU then proceeded to damage all my components till it killed my entire PC be careful and I would suggest replacing the psu and not using the current one you have in.
