The 8350 is about $100 cheaper and it runs cooler by nearly 100watts, and as Suztera stated, it can be overclocked with good cooling.
He's also got a good suggestion re. the CPU: An intel CPU with a K suffix is overclockable, and they generally use less power and run cooler then the AMD's - but there is a price increase for the components.
GPU: with what you save dropping to the 8350 you could invest that in a quality power supply (you didn't mention one, but it is a very crucial part of your system) or use the savings and get an Nvidia 970 or 980: both will use a bit less power then the top line Radeons and will run cooler.
