Unable to access CPU controls in BIOS to underclock

I'm interested in underclocking my laptops CPU, the MSI GS30 Shadow, because it's been running pretty hot while I'm playing games. It can jump up to 3.2Ghz under load, and the fan is working 100% the entire time, and I'd feel a lot better if I could pull that back a little.

The problem is that the CPU options aren't there in the BIOS. I'm running Windows 8.1, and I'm not sure if that's part of the problem or not.

I am not sure if this technically qualifies as under-clocking, but it accomplishes the same task. Go to power options in settings by simply hitting the windows key and typing "Power Options." Go to your setting, click on "Change Plan Settings," then click "Change Advanced Power Settings." Scroll down until you see "Processor Power Management" and maximize that. Then maximize "Maximum Processor State," and change the setting to your liking. Lets say I had a hypothetical 2000Mhz CPU. Then I changed the setting to 75%, the my processor would have a "Governor" limiting it to 1500Mhz.
