Solution
This is considerably more able than the other builds but limited to a dual core processor. GPU makes it able to game though. Should manage:

BF:Medium/High at 50+fps
CSGO: High/Ultra at 60+fps
Dayz: Medium/tweaked at 35+fps

He has decent upgrade options too with the CPU (move to a quad core later on)

I would advise he ups budget by another 50-100 dollars to try squeeze in an i3 as it would handle some games a lot better.

This is the best full build you can get for that price. It won't play games at medium settings, but it should at least be able to play them. And with a 500 watt PSU, you can always upgrade the GPU later to a GTX 750Ti, or even a GTX 970.

I use one (G3528), overclocked to 3.8 on a stock cooler, and I could go higher pretty easily. I have 8 GB ram, and an SSD. Also a $60 POS R7 240 (overclocked ~20%), that I plan on eventually upgrading.
I run textures, objects, and foliage on low (not lowest), and get over 30 fps in big towns. Outside of towns, I can turn on FXAA and get 45+ FPS.
I think the G3258 is an amazing deal if you are interested in playing heavy single thread games, like Arma 2 and Dayz.

BF3 (will be similar performing, maybe drop 5-10fps off it) Same CPU and GPU as this guy:
