Should I be fine with the stock cooler of i7 4790k without Overclocking it and Playing games for about 7-8 hours or more?

I really want to a pc in Budget.
I dont want cooler master hyper 212 evo If my stock cooler can handle the more than 8 hours gameplay on the stock speeds of i7 4790k

Without overclocking of any kind, it would be enough, although likely loud at times. But... if you don't plan to overclock there is not a single reason to go for a more expensive K variant. If you have not purchased it yet, that is. Just get the cheapest i5 you can find, like 4460. In that case you can also get the mobo with H97 chipset instead of Z97.

I guess Intel chosen stock coolers to be fairly effective, they might not be a cooling beasts and possibly you would have to check the CPU temps from time to time but if wouldn't work as it should they would simply not put it into the package... thats my opinion.

I can think of one reason to choose the 4790k over the 4790 without overclocking - it's factory clocked to 4ghz vs the 3.6 of the non-k :)

But yes, no point in an i7 if it's just for gaming.
