If the DVD-writer is built in to the laptop, you cannot use it on a desktop PC.
You need to buy a DVD-writer and install it in a spare 5.25-inch bay at the front of your desktop system case.
Thay are amazingly cheap to buy these days, especially if you buy online from sites like Amazon.
You could share the drive - which would allow you to read a disk, but not write one across the network. I've done this many times to install software on a machine with no cd.
