This video isn't mine, however it is the exact same problem.

Solution

I would not reset the router. Login to it and look at DNS settings, Parent Controls, and/or Web/Content Filtering. Check the router user guide for that filter message.

What computer are you on - Mac or PC? What browser are you using? Is this a home network or business network? What DNS servers are you using?

PC - Chrome - Home network - i was using the google dns server but have just changed it back to obtaining it automatically to try and fix it.

It seems to block it in every browser, i can get through using tor however.

Are the browsers perhaps using a proxy?

When you get to the _filter_ page, right click somewhere on the page and click on View Source or View Page Source. Look to see what host the _filter_ message is coming from.

When i do is dosn't give me the usual data like a regular website would, it just seems to be a bunch of formatting for the words i think. i will post it below.

<html><head><meta http-equiv="Expires" content="0">
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859=1">
<title>Web Site Blocked</title></head><body bgcolor=#000000 text=#FFFFFF>
<p><br><br><br></p><p align=center><cont size=15>Web Site Blocked by Filter</font>
</body></html>

Hmm I still don't see anything that could be the source of the problem.
