A few stupid questions about new gaming rig

Hi guys im building my first gaming pc, already made mistakes,,,,, and i need some answers ! :)
CPU: Is there alot difference in FPS between i5-4460 and 4670/4690 becouse im on very tightttttt budget and the 4460 is alot cheaper, especially in my country!

Motherboard: the question is will this cheap mobo do the job (i will no OC) the mobo im talking is Z97M Anniversary or H97M Anniversary they are the same price and alot cheaper from the other with that chip i know z97 is for OC but the question is is that the only thing and IS IT RELIABLE ?
Memory: Corsair Vengeance 8gb 1stick (already bought...) And the other stupid question. Can i use this stick on dual channel and if i can will it make difference in games ?
Video Card: Powercolor r9 290 reference cooler - already bough i know its bad (the vaccum cleaner cooler :D ) but im stupid impulse buyer and had a chance to buy it very cheap......along with the ram stick and the case ! Anyone who had experience with this card (with the reference cooler) please tell me is that bad, and i heard something for black screens and im bit worried :(
Case: Aerocool Xpredator X3 already bought.
Power Supply: Corsair VS650 (it can handle that build right? )
Dont suggest me to buy SSD or another GPU or PSU or whatever more expensive than the thing in the list. Sorry if my english is bad or sound weird im not native speaker :D

there will be little to non difference in FPS with 4460 compared to other i5 with locked multiplier .
the reference cooler on amd 290 is pretty loud , but if you use headphones during gaming it should be OK ,
and the card will reward you with ton of performance at 1080p (ultra presets) .
new asrock h97/z97 motherboards are solid choice .

of course you will be able to add another 8gb stick in the future ,
but it will not work in dual channel (no difference in gaming performance)
right now you are fine with just one 8gb stick of memory.

corsair VS is (at best) mediocre unit , but it is capable to handle your system .

Mohterboard : H97M Anniversary
CPU: i5 4690
GPU: Its not bad, it seems to be nice. it has a required PSU of 750w but i thinl your 650w might do.
Loud but in long run will be good and is very powerful
In future no impulse buying :no: ;)
PSU: RAIDMAX Hybrid 730w in your price range but i dont reccomend it
