I currently have the following system and am looking for more processor power:

CPU: i3 2120 dual core @3.30 GHz
Motherboard: Dell 0GDG8Y (sandy bridge H61)
Ram: 8GB DDR3
GPU: AMD Radeon HD 7700
Standard 250 watt PSU

I want to get a more powerful processor but need to do this cheap as I don't have much money therefore a straight swap would be my cheapest option.

The intel i5 2400 (2nd gen) seems to be the best processor that would work with my motherboard as far as I can tell. Therefore I need to know if I would be able to overclock this chip at all with my mobo or not? I realise this is meant to be a locked chip but I have read a lot about people squeezing more power out of them. If not what would I need to upgrade to do this? Or would I just be better off buying a new mobo and processor altogether? I want to be able to play games on low to medium 30-60 fps for the next couple of years or so if possible, so any advise on doing this on the cheap is appreciated, thanks your your help!

Depends on your budget of course but for around £70 you can buy a 2nd hand i5 2400 or around £90 would get you a 2nd hand 2500, both should see you safe for a couple of years but I'd stretch for the 2500, you can't overclock on a H series motherboard.

The non k 2500 is a bit hard to find, expect to pay around £115 for the 2500k

I currently run a 7750 with an i3 and I've played games like Far Cry 3 and Batman BF: Hardline (Beta) and medium settings no problem, I am upgrading to an i5 myself in the coming months
Your CPU and GPU will need to be upgraded for you to get 30-60 FPS at medium settings for new games. Right now your system is pretty balanced, upgrading your CPU might not net you any performance due to your GPU now bottlenecking it. Your best bet would be to save up till you have the money to upgrade both - or better yet do a new system build.
