Stutter Issues in CSGO Unlike Others I've Seen

Hey guys,

Recently in CSGO I've been experiencing some odd stuttering issues when turning (panning) in game. This usually happens when I turn to the right while moving left or the other way around. It also happens when you would turn around very quickly. When this happens the view model appears to shake and jitters in a way that does not appear to fit the rest of the screen. This odd stuttering appears to be almost a flicker on screen, though I highly doubt that it is anything to do with the monitor.
CSGO is the main game that I play and really the only other thing that I have installed to test this on is minecraft, which the issue does seem to appear in the exact same way.
Things that I've Tried
-Re-installing Windows [(Currently on 8.1 64 bit, previously on 7 pro 64 bit (still happened)]
-Re validate Steam Install of CSGO
-Removing RAM/ Reinserting (that fixes some other issues)
-Unplugged GPU from system and booting, then shutting down, and putting it back in.
-Remove PCI Wireless card from system
-Re installing CS across 2 versions of Windows.
-Latest AMD Driver installed (the issue began on the old driver so i updated to try to fix with no luck)
-Unplugged any extra speakers and controllers

*vsync is off in CCC and in CSGO
*No other graphical enhancements are on in CCC
*Razer Synapse has been uninstalled and Re installed with no luck.

Next thing that I'm going to try in moving CSGO to the 3TB HDD from the SSD and see if that makes any difference. That shouldn't though because the stutter is not caused by loading new objects.

Specs:
i7-3770K 3.6 No OC (not overheating either)
AMD R9 280X Gigabyte Windforce Edition
8GB G.skill Ram
128GB Samsung 840 SSD (The hard drive the game is currently installed on)
3TB WD HDD
1TB WD HDD
Corsair TX750 PSU
Philips 144hz Monitor


I am quite out of ideas on this one. Usually I'd say that I'm a pro troubleshooter, but I'm stumped on this one.

Thanks a lot for any help in resolving this issue. I'd love to have this fixed.

Thanks for the reply. But this issue is most definitely not caused by a clock speed issue as it was not a problem until recently and the processor is much more powerful that what is required to run csgo. So I don't see any need to try overclocking unless you know something that I don't about OC'ing and stuttering. Remember that this stuttering is not occurring in intervals or regularly, it is only when you turn hard in game or move one way and look the other.
 


Yes, I'm aware, but my friend tried overclocking and it worked and that's the reason why I suggested it to you to see if it is the same for you as well.

OK, thanks for the info on that. I would try and do that but I only have the stock fan on the processor right now. I'll look it to that.
