That's pretty bad. You want those front panel 3.0's. I suggest you look at a more modern case such as a Corsair 200R. They're about $60.
I'm not sure what you mean by the system bottlenecking your RAM? Of course it won't. Haswell can take RAM up to 3000Mhz in most cases. 2133Mhz is a walk in the park.
The only discrepancy here is that the RAM runs at 1.6V whereas Intel's advertised maximum for the IMC on Haswell is 1.575V. Does it matter? No. It's been 1.5V since Sandybridge (2011) and my friend's system that I built with 1.65V RAM in it is still going strong after 4 years.
Actually, all high speed RAM is made for Intel platforms, as AMD memory controllers are too weak to go much past 2400Mhz. And all high speed RAM is over 1.575V, and nobody's Intel CPU has blown up because of it yet.
Having said that, there does exist such a thing as Cas 9 2133Mhz 1.5V RAM. It's out there. It's a bit more of a premium product though.
This system may be slighly outside your budget with updated parts, and if it is, you can cut a few corners, but I strongly advise you against cutting the SSD or motherboard down to a lower tier.
If you absolutely have to, the lowest I would go with the SSD is Crucial BX100. The Motherboard I would not go lower on.
You can also cheap out the power supply to a Corsair CX600 or even a CX500. But these are nowhere near the quality of the EVGA G2 and Seasonic SSR which are both high quality Gold rated power supplies.
But when you're on a budget, what are you gonna do?
