My new computer has a download speed of 2.0 mbps and 1.0 for upload speed; Today it got even worse and I have .20 download speed with the same upload speed. My other computers are not having the same problem because the laptop next to me has 15 mbps download speed. I am pretty sure all my drivers are up to date.

Solution
Networking is the most common issue with PC's. There's a lot to play around with. Your fastest solution, is to run system restore to when it was working properly. However, some troubleshooting steps might include:

Reset Internet explorers options, under 'advanced' to all default settings.

Reset your firewall to defaults

Uninstall the network card from device mananger, and restart let windows reinstall it.

If the issue persists, ensure you have no 3rd party firewalls/antivirus programs, they 'filter' your internet and may need to be re-moved and re-installed.

If this fails, do an 'online virus scan', such as housecall don't rely on your 'onboard scanner'.

Finally, if it still doesn't work, restart the pc, tap f8 (before windows...

Finally, if it still doesn't work, restart the pc, tap f8 (before windows starts to load) and you should get a black screen with text called a 'boot menu'. From this list choose 'safe mode with networking'. It is a diagnostic-form of windows, so no sound, big icons, but will test the Internet speed. If this works, we can go from there.

Yes I could still surf, its more or less the same. Booting to safe mode did not make any noticeable difference.
I've tried resetting disabling autotuning and remote differential compression.
I think it might've helped a little as my download speed is 1.8mbps.
My router is old, not sure if it affects the networking

You can try simple stuff, like powering off/on the router. Or try another PORT (unless it's wireless) I was thinking if this is a new pc, you shouldn't be having issues. You could try setting your network 'statically', assign each pc an IP manually, if you know how, or if it is wireless, ensure the transmit power is at maximum, and set preamble to 'long' instead of 'short'. Other than that, I am sorry but not sure what else to try, save obtaining a new network card or wireless NIC (some are better than others). Does anyone else out there have some ideas?

It is a brand new computer I had build and its pretty high end too. Im sure its not the wireless card as I had a usb wifi and it was impossibly slow and I went and bought a pcie card. The preamble is long and short. Do I go for long only?

Heres a few information I've noticed but Im not sure if its any help:
- Ipv6 connectivity on my laptop shows Local, while my pc says no internet access
- Under advanced features of the wireless card, my old laptop has more, such as bandwidth capability
- My wireless pc on my new pc only has: 802.11b preamble ( long and short), Adhoc 11n disabled, Dynamic MIMO power save disable, Network address ( not present) ? , Receive buffers 256, Scan valid interval 60, and transmit buffers 512. For the network address am I suppose to put some kind of value?

EDIT: Also forgot to mention that my computer has 1-2 bars for reception, which is the same as my laptop. After I resetted the router, the laptop has 4 bars now while the pc has 1. I will try to get better signal and see if it work.

Edit 2: Also forgot to mention Security type is WPA2-Personal and Encryption type is AES. Does that have to do with anything?

To my knowledge passwords are irrelevant.

Reception is a lot. There are lots of programs out there, such as wirelessnetview, that will give you percentages and numbers instead of bars to help with calibration.

As for the differences in the two pc's wireless options, it's normal. It depends on what the driver supports for the hardware. I've had older wireless NIC's with a lot more options to play with than a new pc with one. Each NIC is different.

long preamble is just for further away distances, generally leave it at short or default, I was just thinking you may have been far away from your access point.

As for your blank IP , are you connecting to your wireless? Usually there's an icon by the clock, you open to see a list of networks available, and connect to yours. Once that happens you can look at it's status, and IP n such.
