PC Build Starts, Posts, than restarts - does this repeatedly.

CPU FAN: Stock
Thermal Compound: Arctic Silver 5
MOBO: ASUS Maximus V
STORAGE: Intel 335 Series, 180GB SSD
GPU: EVGA GeForce GTX 670 2GB
CASE: Cooler Master HAF X ATX
PSU: EVGA 1000W ATX12V
OS: Windows 8.1 {64b}

So, putting this build together, and I have everything in. I've double and triple-checked my connections and everything I can personally test but am still having problems.

The computer starts up, runs for about 5-15 seconds, I get a single short beep [the post, I assume] and then it restarts and repeats that; fans and everything powers on for 15 seconds, beeps, then shuts down.

I have tested:

MOBO {I switched it out, same problem with both}
PSU [Have 2 different 1000W PSU's, tried them both, same thing}
GPU {I tried it with and without a GPU, same thing}
HDD {I've tried it with both the HDD in and out, same thing}
THERMAL PASTE {I've reapplied it three different times, same thing]

I am completely at my wits end with this - the only thing I haven't checked is CPU [because I don't have a backup CPU] because my friend insists that CPU's are damn hard to kill without cracking them them and I don't have the means to do it. Just...been bashing my head against the wall trying to figure this shite out.

No problem.
Since no beeps with only CPU and CPU fan installed, then it's most probably a CPU issue (motherboard ruled out) and I suggest RMA-ing it.

It didn't post/beep at all when I didn't have RAM in. I tried RAM in and no GPU and it posted/restarted/posted/restarted, but it didn't do anything without the RAM. Sorry for the delay on this response, had to cook dinner for the kids.

That's funny I had pretty much the same issue and it was a motherboard problem. Only the 4th ram slot worked and if anything was in the other slots it would turn off and on repeatedly. It's a fairly common issue because both my friend and I have had. He had an Asus and I had an MSI.

Friend loaned me his CPU to test it -- CPU was the issue.

I don't know if that's a good thing, because Intel has a 3 year warranty and I don't know how old Ivy Bridge is at this point. Best of luck to you!
