Computer won't boot off usb

Im not sure if this belongs here, but oh well. My computer won't boot from USB, it says, " A disk read error has occurred Press Ctrl+Alt+Del to restart"

1. What OS is installed on your USB external HDD?

2. How was the OS installed on that USBEHD? Is it a clone of an internally-connected HDD that contained a bootable OS or was this a fresh-install of the OS onto the USBEHD?

3. Has this USBEHD ever booted? Has this problem just arisen?

4. Have you been able to remove the HDD from the USB external enclosure and install it internally? If so, what happens then?

1. The USB is an OS installer

2. I used rufus to put the iso on there

3. Yes, the computer has booted from USB before

4. I never tried that
