What's the best dual gtx-970 build? I plan to only play 1080p. (Wait don't yell at me yet) But I plan on super loading mods, so I'll next a bit more power. Like Skyrim with ENB or I will play something like Crysis 3 on max.

Are you sure you want Dual 970. 970s have the bifurcated RAM, which is going to affect Skyrim performance with lots of mods. I'd recommend Dual 290s, Dual 290Xes or just a GTX 980.
