DDR3 2133 MHz Memory Timings

I'm working on a budget build consisting of:
Athlon X4 860K (stock speed)
MSI A88XM Gaming
G.Skill Sniper 2133 MHz Memory (2x8 GB)

The default timings of 10-12-12-31-43 produces a lowly 7.4 (out of 7.9) in the W.E.I. for the memory score.

I had a similar built some time ago with a Athlon x4 760K and 1600 MHz memory that gave the same score. I was expecting the 2133 MHz-capable controller of the 860K to produce a better score with 2133 MHz RAM. Would tightening of the timings make a difference, or do you think I'm up against the weak memory controller of the 860K.
 
Solution
A couple of negatives, the first being WEI which is totally worthless and to be honest not worth looking at, the other being it's AMD, which while the APUs have stronger MC (memory controllers) than the FX CPUs, they are still weak - to get a better idea of true performance, might get/run Si-Sandra - it will let you compare DRAM performance against similar builds using same data rate and sometimes even same exact model

Good idea. I was trying to think of a good memory benchmarking program. Any idea what a safe timings tightening would be for that CPU and board? Start by dropping each setting a click?
