Do you have to reinstall windows when getting a new mobo?

Where can I find a step by step guide to do this without losing data?

I need to do it for my younger sister's computer :l

On Windows 8 can you do a factory reset

A factory reset returns the OS to it's original configuration with all the original drivers installed. Those drivers won't work and Windows will likely blue-screen because the old motherboard is no longer present.

That depends on what "data" you're trying to retain. Any installed programs will be lost when your reinstall the OS. Any data files (documents, audio/video files, images, etc...) will need to be moved to a different location (another computer, another hard drive, or a separate partition on the same hard drive if already set up) before you reinstall the OS.

What do you recommend doing? Or should I just bring it to my local computer shop because it seems like a pain..

If it's a store bought computer that you're trying to replace the motherboard in, then take it to a local computer shop. If this is a custom built system and you have a Windows 8 OEM/Retail DVD from Microsoft (not from a computer manufacturer like Dell, ACER, or HP), then you should just wipe the drive and start over.
