new power supply/ no POST no display

ASUS Essentio CG5270-BP003 (purchased new in 2009) switched PSU from 500 watt stock to 650 watt. All connectedtions seated properly. No signal on monitor. Tried various (functioning) monitors connected to GPU and on board vga ports. tried a POSt speaker no beeps. Jumpers are in position according to manual. Could be a bad motherboard? Help is appreciated

The PSU worked properly. All fans were spinning (GPU Chassis fans, Case LED worked, power/reset worked, hard drive spun, liquid cooler worked. I haven't removed the CPU or RAM. The capacitors on the motherboard look fine. I am using a molex to 4-pin conveter to power the CPU for reach, but that has worked for years.

I had no beep codes on startup when I borrowed a BIOS speaker from my other PC here is a spec list:
(originally purchased in 2009 as an ASUS Essentio CG5270 BP003)
