Built New $1200 Computer, Getting Lag/CPU Gets High Easily

Hi guys, so I built a new computer a couple days ago and when i'm running programs alone, they are fine, however as soon as I open let's say a couple chrome pages, or even a second program, things start to lag. (Not majorly, but it's noticeable.) What annoys me the most is that I can't even watch a Twitch stream without it making even a low quality game lag. Sites like Youtube take a while to load as well... I've checked and all my drivers are updated, is there something I need to change in the bios? I'm not sure, I'm just confused as to why a computer like this is handling lag so poorly / making my CPU go high quickly. All suggestions are appreciated, thanks!!!
