What make and model of CPU??? It seems to be a failsafe set in your BIOS for your CPU such as AMD cool n quiet Throttling your CPU when it reaches a Temp celing to correct this check your bios settings and tell us what is turned on and what is turned off. But firstly please supply us with some system information.

Yes I have turned off everything in my Bios involved with the cpu cool and quiet and shit. Thermal throttling off, Cool and quiet off, C16E off, C6 off and something else. I got a the AMD FX-8350 and the ASRock 970 extreme 4 motherboard.

PSU: 750 Fractial Design
Cooler: Be Quiet Dark Rock 3
Bitfenix Ghost Case 6 fans (4 x 120mm intake) (2 x 140mm exhaust)
CPU: FX-8350 @ 3800mhz

It's possible that the chipset drivers themselves are STILL doing this rather than the BIOS. I had the same thing happening to me with my P8Z68-V PRO/Gen3 back then and I had to change a setting both in the BIOS and also in the motherboard driver settings.
