Is this Fan is made of a cheap material?
Will it work perfectly?.

I do not want to buy Dual Fan cooling system because in my area, there is too much dusts around and the fans and the whole Gpu will be Dusty.

Will it be safe to buy this Card?

Blower design = 78 degrees under load
Gaming G1 Non-reference = 60 degrees under load

With a non-reference model you can have up to 5 frames per second more in games . Notice that these non-reference, besides running cooler, are also higher clocked out of the box for better performance. The reference GTX 970 (Blower design) would run even hotter if clocked to the same speed as the non-reference models.

Not that It's all that bad you know, you would still have a good model graphics card with the Zotac GTX 970. The non-reference models are simply better though and if you can get it just do.

A blower design is good enough to make the card work and keep it in acceptable temperatures (acceptable = non-overheating temps). The blower design also makes a lot more sound than a non-reference model. Non-reference cards will provide significantly better cooling with the custom fans, heatsinks etc. and will keep your temperatures down to make your graphics card last longer on you.
