My new build won't work and I don't know why [SOLVED]

I just finished building a new computer for a friend and when we turned it on everything seemed to be working fine...bios screen showed up for a second, had windows 8 in the CD tray so the screen switched to the windows logo but after about 30 seconds the computer shuts down without any error messages or anything. We can't install windows and I don't know why?

I'm at a loss for what the problem could be. I noticed that the MSI motherboard says that ram speed of 2133mhz has to be over clocked - is that the problem and what does that mean because I seem to hear conflicting answers when I Google that issue.

I get 4 lights for the CPU (phase 4) the power fan and CPU fan are running and sounds like the HD is working so

Cooler Master Hyper TX3

any help would be greatly appreciated!!!

We've tried:

switching out the ram sticks to see if one is defective but that didn't change anything.

Do you have another PSU, that you could try? That one is pretty low end, and might not be able to fully power that system, properly.

The motherboard should down clock the ram to 1600 or 1333.

If you got to the windows logo then it is not an issue with ram clock speed.

Does it error out and restart at the exact same spot every time?

I haven't timed but it seems to consistently crash, I get to the windows logo appearing every time but never further... but that only lasts for like 20-30 seconds

If you can get a hold of different ram then give that a try?

Is that a from microsoft disk, or did you burn a downloaded copy?

When it crashes does it just reboot, or do you have to hit the power button again?

Has the HDD been used in a previous system? It sounds like the system may be attempting to boot from a previous Windows install on the HDD. Is the optical drive set as the first boot device in the BIOS?

Ok i'm a total noob I had not noticed that the CPU heat sink was not fully covering the CPU so the sensors triggered a safety shutdown. Thank you for your advice, sorry it was just my lack of seeing the obvious.
