Getting High CPU temps on a new build Arctic Freeze A11 cooler

I just built a new computer for my parents consisting of a Gigabyte F2A88XM-D3H mb, AMD A10-7850k cpu and an Arctic Freezer A11 cooler. The cooler was to arrive a few days after everything else so I decided to assemble it using the stock heatsink. I got 40C idle temps with it and I installed win7 home premium on a new Sandisk Ultra II SSD using 8Gb of kingston hyper X Savage RAM.

When the Arctic Freezer A11 arrived I removed the stock heatsink and cleaned the cpu with a q-tip and rubbing alcohol. I applied the thermal paste as described and everything seemed to go fine with the mounting installation. However, now I am getting 55C-60C idle temps in bios and over 65C idle in windows 7. Watching temps it sometimes went as high as 80C and this is way too hot.

This is by no means my first build, I have made dozens of other builds with no such problems. I removed the heatsink and double checked everything and could find no issues. By the time I re installed the heatsink a few times I was down to using some 5-6 year old thermal paste of which I have no idea what it is anymore.

If I go buy some new thermal paste from a local computer store, should I not be able to get into the 20C-30C idle temp range?? I would like to OC the APU at least slightly.

Does anyone have any ideas or comments on exactly what to check and where the high temps might be coming from? the 40C under idle with the stock heatsink sounds about right to me, but after that nothing seemed to work. Perhaps I did not properly clean the top of the cpu or got lint or hair on it? I almost stopped when I was getting 50C idle in bios, then I upped the FSB from 100 to 104 and my temps jumped up to 70C+

I know I should not expect wonders from a $20 cooler like the Arctic Freezer A11, but should it not be at least a little better than stock?

Well, I now know the HEAT is not being transferred properly to the heatsink. while it was showing 70C+ temps I touched the copper base and it was barely warm. It seems as though my thermal paste is too old...... FYI it is 10% silver and the newer Arctic silver 5 compound says it is 99.9% silver so it is WAY old. Off to the computer store I will go tomorrow.....

I have double checked proper mounting with the backplate etc. The cooler is firmly mounted on the mb.

if the problem persists after you get the new thermal paste i would sent the cooler back as it could be fault

Ok, I have tried re-installing both the AF11 and stock heatsink several times with the new paste and temps have not changed. I installed AMD Overdrive to better measure temps using the thermal margin. Here is where everything gets tricky. I ran the auto tune for overclocking the 7850k and it made it all the way to 4.6 GHz before it froze the system, then it wanted to set clocks at 4.4GHz. Well I was not about to jump that high so I Manually bumped it up to 3.9 in the bios and set the GPU from 720 base to 724. Well I just got the call today and it froze up on my mother. Where the screen goes into horizontal disfigured lines and you have to do a hard power down.

It is possible I have too much paste on it but should that increase temps by 20C? Since it runs hot with either cooler on it doesnt that mean its probably not the cooler? Is it possible that cleaning the CPU with nail polish remover (I know, bad idea) has put a coating in the microscopic holes on the thermal transfer pad of the CPU that is now causing the issues? If so, is there something I can use to remove that layer?

What else could cause the system to freeze up like that? It looked the same as it did when AOD did the OC test. I really dont know if I need to be paying attention to the MB, CPU or Cooler. I have the latest bios for my MB which is ver F7 with a date of 11-25-14 I believe.
