Why is my i5 4690k running at 4.2GHz? Is this due to Intel Turbo Boost?

I am actually using stock cooler at the moment due to all the 240mm radiators in my local stores are out of stock at the moment. The time when I finally have enough money and time to do liquid cooling. So I am quite worried it's running at 4.2GHz (According to CPU-Z it changes from 4106MHz to 4206MHz constantly) and the temps at idle is 50-51C. Is this due to Intel Turbo Boost? If so, how do I turn it off? I am using Asus Z97-A motherboard.

Edit: I've made everything default and it still is the same. I can't find "Intel turbo boost" thing, because its either I'm blind or I'm blindly searching for a similar thing with a different name
 
Turbo boost should only push a 4690k from 3.5ghz to 3.9ghz. It's probable that there was something along the lines of 'optimized' settings that got clicked in the bios during setup that applied a small auto overclock.

You should see something like this:

Where it says AI overclock tuner and the value is "auto" turn it off and if that doesn't completely solve it, try the next option below where it says Asus multicore enhancement "auto" and turn it to off or disabled. See if the cpu core ration has a setting for "auto" instead of "per core" as seen in the pic.

I actually have the same problem my i5 4690k is doing the same thing but i have a aftermaket cooler so im runing around 42c idle i dont know if its ok running at 4.2 ghz by its self

Those are good for 100c before it throttles automatically, with under 80c being fine for health long term.

If you want the best temps and speed, try learning to overclock yourself. You can probably run 4.4ghz at 1.25v or lower if you find what your CPU is okay with. I use it run 40x RING, 40x on all 4 cores, and had great temps on the 212EVO.
