Will a 450w psu be sufficient for a asus gtx 760 until I can get a new psu?

very likely yes, it will be good enough. i run my 760 and an i3 from a 430w power supply and across a bunch of benchmarks haven't had a single issue. but that's an i3. if you're running some stupid FX chip that burns kilowatts of power, then no a 450w will die real soon.

No. It may run the card at idle and desktop usage. But when the card gets loaded up (gaming), your PSU will either shut down, reboot, or fry... depending on its quality. If it fries, it could take something else out with it. What's your budget for a new PSU?
