especially cut scenes are choppy and games look strange.

I had bought a new video card, and psu to go with it, installed PSU upside down and it blew out.

Got a new psu, and motherboard. I'm not sure at which point I scrapped off thermal grease off the CPU thinking it was dirt. Ever since video games look choppy tried two different video cards not the video cards. switched motherboards not the motherboard.

Could it be the paste or the CPU?

I'm doubting that a lack of paste can cause these problems and the CPU is burnt.

Not possibly memory correct? Trying to buy ASAP so nothing else burns out.

I did this about 5 months ago so damage must already be done. I just need advice on what to get.

Also do I need a new heatsink or is that unable to get damaged

You should not be allowed near computer hardware. Thermal paste isn't even close to looking like dirt. What made you even think dirt could work its way between a cpu heatspreader and a heatsink? Air can't even get between between the two after the heatsink is latched.
