Windows shutdown on high CPU Usage [ HELP ! ]

I just installed W7 on an old unused computer ( Celeron 420 @1.6 GHz ; 1.5GB RAM DDR2 ( i guess ) @667MHz ; Radeon X1050 series ; 250GB HDD and an unkown PSU ).
The main problem is what the title says : Windows suddenly restarts/shutdowns when the CPU usage hits 100% ( which does almost everytime i open the internet etc. ) and sometimes ( happened only twice till now ) i get BSOD ( i installed the windows 2 hours ago ). Even worse, i can't use an antivirus cuz' it will crash from first action i do...
What i'm looking for is to minimize this high load of the CPU in any possible ways i can. Since now i set the visual effects from Control panel to "Best Performance" and set the power settings to "High Performance"

Any other ideas welcomed and please help me solving this :)

Well yea but here's the problem : Should i set to a higher value like 100% ? Cuz that will keep my CPU work on max frequency so it will require a higher load i guess... or to a lower value, like 20-30% ?

Oh.. and i just noticed that there's only "System cooling policy" option... no processor states...
 

you would set the processor maximum state to say 80%. this would limit the the processor to 80% of its maximum usage. the actual load will still be there but the CPU will will not Run at full.

the System cooling policy is for the CPU fan. active sets the fan to be able to spin. The disabled position turns the fan off keeping the system on passive cooling.

Given how old your system is, my guess is it came with Win XP, Win Vista and Win 7 most likely are not compatible with the hardware. For Vista and 7 you need a minimum of 2GB of Ram in the system for it to run properly. How much Ram is in the system?.

1x 512 and 1x 1GB = 1.5GB of DDR2 RAM but forget about it, i uninstalled the 7 and went back on XP... it was unusable...
