New Motherboard not even powering up!!!

Well recently my old motherboard had bent pins on it and thus after trying so many things I found out that due to the bent pins on the cpu socket, it was unbootable.. Now I have brought a brand new Gigabyte B75- D3V Motherboard and after installing it on my case, I found out that the motherboard isnt even powering on, let alone boot. I have all the right connections, but still the problem remains the same. I use a Corsair Vs 350 Psu. Could that be the reason why it isnt powering up??? Do I need to upgarde my Psu, or there could be any other reason???
My exact specifications are-
Gigabye B75- D3V Mobo
Corsair 350 VS Psu
8 gb ram, 2 4GB sticks DDR3 Ram Sticks(1333)
Intel i5 2400 3100mhz Cpu
Please help me regarding this matter, as I am confused about buying a new Psu or not??

Well the Psu is working fine after the test and the fans are spinning, but I read the new motherboard's manual and it's written there that minimum power required is 500w.. Could that be the reason, because I highly doubt that a motherboard requires 500 w. So what should I do??

Ya the fans are not spinning and the positive and negative are set according to the manual!!! Well I just want to confirm that arrow on the pin means +ve I guess?? or is it -ve??

Well then if the PSU is fine then its either mobo or CPU under suspicions, do you have any pc speaker /beeper? Does it make any sounds while booting?

Btw what GPU you are using on this build is it onboard? If so then 350W PSU should be sufficient here.
