Sounds like you need a A10 build. This is perfect for maxing out 720p. Take a look. This sounds like what you need.

CPU: AMD A10-7850K 3.7GHz Quad-Core Processor ($139.95 @ SuperBiiz)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($29.98 @ NCIX US)
Motherboard: MSI A78M-E35 Micro ATX FM2+ Motherboard ($56.99 @ SuperBiiz)
Memory: G.Skill Ares Series 8GB (2 x 4GB) DDR3-2133 Memory ($63.99 @ Newegg)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($49.99 @ NCIX US)
Case: Cougar Spike MicroATX Mini Tower Case ($29.99 @ Mwave)
Power Supply: Corsair Builder 430W 80+ Bronze Certified ATX...
Does it have to be a MircroATX case? What resolution are you gaming at?

And yes you do need another fan. You need a good one to bring in air from the front as an intake as the case already has rear exhaust.

I increased the price by $15 but I think it is worth it. Jumping to a fx cpu and 270. Also, switched RAM to two sticks for slight improvement for same price.

CPU: AMD FX-6300 3.5GHz 6-Core Processor ($93.95 @ SuperBiiz)
Motherboard: Gigabyte GA-78LMT-USB3 Micro ATX AM3+ Motherboard ($44.99 @ Micro Center)
Memory: G.Skill Ripjaws Series 8GB (2 x 4GB) DDR3-1600 Memory ($54.99 @ Newegg)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($49.99 @ NCIX US)
Video Card: Sapphire Radeon R9 270 2GB Dual-X Video Card ($139.99 @ Newegg)
Case: Cougar Spike MicroATX Mini Tower Case ($29.99 @ Mwave)
Power Supply: Corsair Builder 500W 80+ Bronze Certified ATX Power Supply ($34.99 @ NCIX US)
Total: $448.89

What games are you planning to run? What settings? Envy14pe chose a pretty good build for $400, but I would suggest going with a gtx 960 and an i3-4160 for maybe like $550(same parts as the above build) which will promise performance that you will be satisfied with in all next gen games at medium 1080p. I'll be able to help you out more of you can answered the questions I asked at first.

Nowadays almost all cpu coolers are compatible with whatever mobo. Just check to make sure the size isn't too big for a small case.

You don't have to get the RAM I listed but you do have to get 2133. It does make a difference in gaming with a APU. Do not get 1600 or 1866MHz.

Also, the choices are based on prices too. So, you'll have to see what you have locally too.
