My graphics don't beat Xbox One. Please help me!

Resolution: 1080p @ 60Hz on Ultra settings
Only game I play: Elder Scrolls Online

Let me first start by saying this is my first time ever building a PC. I have been messing with overclocking just a 'bit', but doesn't seem to be making a difference, besides things get hotter.
I am so furious at the PC component world. I have spent hundreds, if not thousands, into my build. The PC runs great, don't get me wrong, it works. But the graphics are not anything special. The screen tears, low FPS, and the card itself costs as much as the Xbox One. I did however drop the settings to 'High' and V-sync 'on' to reduce tearing and raise the FPS bar (which btw worked), but, that is not why I spent so much money on this. I want to be able to game at Ultra at all times. I ultimately want to getting a 1440p @ 120 Hz monitor, but what is the point if I can't even accomplish 1080p? Can someone please calm me down a bit here?....

If you are having problem with tearing dont bother with V-Sync, turn on Adaptive V-Sync its much better.

Ambient temps are about 20c.. Well, before OC, my CPU while under load is about 60c. GPU is around 70. FPS seem to be 35 to 60 in town.. After I OC CPU to 4.2 gHz and GPU to 1500/1900, CPU is 70c, GPU is 77c. FPS are about 40 to 60 in town. Both scenarios, the screen tears horizontally at times when FPS drops.

I just put the computer together last week. I had the GTX 960 SSC, that sucked. I rma'd for a GTX 970 FTW+, that sucked.. So, now I am with this GTX 980, that I figured would be a boss.. but yeah, this has been happening ever since I started playing ESO a week ago.
 
You have a similar setup to me but I have a 780 and you have a 980, we both game at 1080p and I use adaptive v-sync. My system urinates all over my Xbox One, I have Titanfall and Advanced Warfare on both and the difference is huge and yours should be greater.

If I were you I would do a fresh install of Windows and all your drivers. You have the right hardware so starting your software from scratch seems like a good place to start. If you rule that out you could be looking at faulty hardware. What benchmarks have you run and how do they compare.

I run prime95 ver 26.6, 3dMark, and Heaven benchmark. I think I get great results... Like, the CPU temps stay normal with Prime95 (under 75c). I get 110 FPS with a score of like 2500 in Heaven and I score 11088 in 3dMark which it says that I score higher than 95%. Idk.. Maybe it's just ESO. I haven't tried any other games. It's just frustrating to see a quick tear horizontally when FPS drops. I will try the adaptive v-sync thing.

No I don't suggest you turn those on, since they eat your card's performance really fast. Also you are saying your of can't beat the xbox one, but it already did the second you were able to play on lowest settings at more than 30 fps, consoles have special settings just for it, that makes the game run lower than the lowest settings you can get on your PC and the fps is capped at 30. Unlike your PC.

Meh, the frames are still so low in town at Glenumbra with Ultra on.. it dips down to 28 FPS at times. If i go in the wilderness, it stays at 100 FPS. Are the low FPS because of so many people in town on the internet servers? Still tho, If I set my graphics to high, instead of Ultra, the FPS jumps to 60s and 70s in town. I will not settle for High.

Alright, sometimes when you overclocktoo much it could cause your game to tear, slutter or even crash.
If you could provide us with the full setting you are placing in skyrim, it could help us figure out the problem. Also, did this use to happen on the gtx 960 and 970?

Could you return the card and see if you can get a replacement for it? Maybe the card is deficient/damaged?

Smoke doesn't have to be going out of it inorder for it to be damaged, you could try to run other games on your rig like battlefield 4 or farcry 4 and compare it to what other people are getting online, if you don't want to rma it just yet.
