WoW Low FPS - is it my i7

Win7 x64 sp1 Home Premuim i7 860@2.8 8g ram HD5700

My FPS drops from high 60's to 20-30 when entering instances or major hubs. Is this becasue of my CPU? Is there anything I can do short of replacing setup?

It's a common question, and yes, it's probably the CPU, WOW can be very hard on that in crowded areas.
That said, which 5700 is it? Try running at the lowest settings and see if that helps, if it does upgrading that should improve matters.
A more technical solution is to overclock the existing CPU, which is the most cost effective way to boost the performance of older systems.
