Hyper 212 evo Vs. Phanteks PH-TC12DX

I'm trying to decide on an air cooler and these two seem like they'll cool my i5-4690k well enough except for the evo possibly. There's also coolers from noctua I was looking at but they're a little expensive. I'm looking anywhere from 30-60 dollars as far as the cooler goes.

I'm adding onto an already existing build so that's why there are parts missing. It's only a few hard drives and a disk drive. Thank you for your time and please give me your suggestions.
 
The phanteks is a much better cooler especially for overclocking. Not mistaking it with the larger tc14pe either.

Unless you live in a really hot region where ambient temps are 27-32c in the room your pc is in, it should handle the 4690k oc'd as far as the chip will go. You'll probably hit a voltage limit (silicon lottery) before a thermal one.

So i'm not going to overclock, and the max load is 54 Celsius on an i7(without being overclocked). That's alright for a max load correct? I've heard that that's around the temperature it shouldn't really go over, or that's around the perfect temp for max load. I think i'll probably buy the phanteks if that's a good temp range. Please let me know.
 
Your initial parts list had the i5, you mentioned the i7. Either way, max load temps at 54c is well within safe. Max temps could comfortably run up to 65-70c under load. Chances are the cpu won't be running at max most of the time so temps will often drop down - as in it won't be under 100% use/temps for hours on end.
