Good, cheap, quiet fan?

Hey guys,
So in my signature you can see my build, and my fan on my Hyper 212 Plus can get pretty noisy... I was wondering if anyone had any suggestions for fans (preferably under $20, obviously cheaper is better) for the heat sink. I don't want the temps to get any higher than they are, so does CFM affect the temperature that much? I think the fan that it comes with can get up in the 70 range for CFM, but would a fan with 50 CFM have worse temps? Any suggestions? Tips?

First Noctua are the best fans out there quiet and good cfm cfm is fine you really wont notice a temp change but i used these http://www.newegg.com/Product/Product.aspx?Item=N82E16835553001&cm_re=120mm_fan-_-35-553-001-_-Product they are quiet and have good CFM and good static pressure and they are cheap and lst forever there is a black version also if you dont like the orrange http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&DEPA=0&Order=BESTMATCH&Description=120mm+fan&N=100007998 600035590&isNodeId=1 but there are lots of good fans out there just put a lower noise level for the narrow search and find one you like

and i know with that mobo you can go in and change the cpu fan to run in quiet mode so you might want to check that out before buying a new fan
