PC won't boot first time but will after removed plug and placed it back in

Hey,

So my problem is this;

My PC won't power up the first time I press the power button, instead I have to remove the power cable from the PSU and switch the wall socket off, and wait roughly 20-30 seconds. I then plug the cable back in and turn the wall socket on and the PC will power up, however the RAM clock speed will be reset and sometimes the time is off by 1 hour.

I am getting too old to be crawling around under my desk!

I have tried a different PSU, same result,
I have tried a different cable, same result
I have tried replacing the cmos, same result

I have a ASUS sabertooth P67, corsair HX1050 PSU, 2600K, 16gb Corsair 1600MHZ

Any help would be much appreciated!

When does this occur? After the PC has been in use and successfully shut down? Does it go to sleep and not come back?

It sounds like the PSU is shutting down to prevent damaging something, a safety feature. The fact that the bios comes back with different settings would raise a red flag for a mobo issue. If you can get to bios do you have any high or low voltages or temperatures?

This happens every time for the first boot.

I can use the PC for hours after it has booted without any issues, I always shut down the PC.

The ram clock speed is always reset to 1333Mhz and I have to reset the profile to XMP so it can run at 1600mhz.

I have this ram.

I haven't noticed anything in the bios to do with voltages or heat being anything but normal, I will check when I get home this evening.
