Cooler Master Sickle X Flow 120mm Fan Very LOUD!

I just purchased a cooler master sickle x flow 120mm fan for my PC, I have attached it to the side panel as the screw's won't fit in the front end of my pc. The sound from the fan is extremely loud and is connected through a molex 3 pin adapter. I changed the 3 pin rear case fan to the molex adapter and the sickle x to the motherboard fan pins and that made it a bit quieter. When I put my hand just infront of the fan its is whisper quite like it should be. What's the problem here? I tried reversing it and that didn't help either. Here's a picture of the setup.

You place place against a grill, or other form of obstruction, the sound will usually increase since air is now being forced through a smaller passage. The sound is much worse if the airflow is pulling the air through the grill, rather than out.

is there a way to make it so there isn't this ridiculous amount of sound coming from the fan?
any ideas?
maybe mounting it somewhere else, just not sure where else to place the fan..
