Gaming PC build on a tight budget

Hey guys. I've decided it's time to build or buy a PC mostly for gaming after having the worst experience in laptop gaming, I don't know much about it although I've digested every bit of every information I could find on forums that can help me. Finally I've decided to ask you guys because I couldn't come to a decision for myself.
I have to point out from the start that I want this PC most of all for playing EuroTruck Simulator 2 with Going East! DLC only, no other mods, and I want to play it preferable on ULTRA settings, 1080p. Other games that I'd like to play is GTA IV, Sleeping Dogs on High settings and hopefully run GTA V and Watch Dogs on Medium.
Now prepare for the budget......550 Euro with Monitor included or 450 Euro without OS, Monitor, Keyboard or Mouse!!!...don't throw rocks! :p

I will start with 2 options that I have at this time:
1. An already built system with the following components:
- Processor: Intel Core i3 4150 3.5Ghz
- Motherboard: Unknown Manufacturer > H81
- Memory: Unknown Manufacturer > 4GB DDR3 1600Mhz
- Graphic card: Asus GTX 750TI 2GB DDR5 128bit
- PSU: Unknown Manufacturer> 500W
- HDD: Unknown Manufacturer> 1TB 7200rpm 64Mb Buffer
- DVD-RW
Price: 420 Euro

2. A SH system built by a friend in Dec 2013 with the following components:
- Processor: Intel Core i5 2380p 3.1Ghz (socket 1155)
- Motherboard: Gigabyte B75-D3V
- Memory: Exceleram 8GB kit 2x4GB DDR3 1600Mhz
- Graphic card: Gainward GeForce GT630 2GB DDR3
- PSU: Inter-Tech SL-500 500W
- HDD: WD Caviar Blue 1TB 7200rpm 64Mb Buffer
- DVD-RW
- Monitor: Samsung 22" Full HD
Price: 445 Euro

Now from my opinion the Pro and Con of each system is:
First system:
PRO> It's new so I get warranty, the processor is the new Haswell, pretty good GPU ;
CON> It has only 2 cores, I will have to add another 4GB of RAM, I don't know much of the components manufacturers until I buy it.

Second system:
PRO> It's an i5 so 4 cores, it includes a monitor for the price ;
CON> It's already 2year+ old, I don't know how reliable is the PSU because I can't find reviews, I never heard of the RAM Manufacturer and I don't know if it matters in performance, The GPU is very bad so that would have to be changed. I could do that with the 100Euro i have left but those won't cut it.
Also a question is, if I add a GPU like the GTX 750TI will i need to change the PSU as well or will the 500W be enough?

Please tell me which would be the better one out of the 2 or If you have any other suggestions of builds within the budget I'd be glad to see them. I don't care if it's Intel or AMD, Nvidia or Radeon as long as it does the job and that's playing ETS2 Going East! mostly. Also I won't be overclocking and I'm not interested in upgrade paths. Other then a SSD along the way I won't be doing upgrading! When I will need an upgrade I'll just change the entire system.

Can't shake a stick at that pricing, my UK pricing tool can't get it under 600 Euros without peripherals for a new build.

You're not going to be able to purchase a full set of peripherals or a high end graphics card for 100 Euros, get the ones that comes with those.

If you're going that low in price, you're going to find a lot of no name parts, probably going to need to go with secondhand everything if you wanted to beat what's being offered.

Well the rig will be mostly for ETS2 as I mentioned. If I were to play other games maybe I would've considered a console wich is about the same price here in Mid-East Europe. But ETS2 is for PC only! I'm still open for suggestions. Thanks!
