Depends at what resolution, if you are fine a few dips of 50fps at ultra 1080P then gtx 960, but if you want a constant 60fps then gtx 970.
This is why I hope NVidia makes a 960 TI which will give you ultra 1080P without breaking the bank.

If that's the game you play and you know the 960 can do it on ultra then get the 960. No point getting the 970 just because it's more powerful. Remember this is toms, people will usually point you towards the more expensive/higher performing thing just because.
Want to play lol or dota? Well obviously you need sli 970s. I'm kidding only slightly. You will get people telling you to get more than you need cause you MIGHT want to possibly do something else one day maybe.

I do not know how you are looking at it but 960 is a disappointment and competes with R9 280 which can be had cheaper. The GTX970 is worth the more prices for the simple fact that it is almost 70% faster and will therefore last longer as new games come out. http://www.techpowerup.com/reviews/MSI/GTX_960_Gaming/29.html
