PC runs games slow after installing second graphics card

After installing a second r9 270x (xfx Black OC edition) my system runs games slower than it does with one graphics card installed, What could have caused this?
AMD Athlon 860k
2x XFX R9 270X
8GB corsair vengeance 1366Mhz
1TB Western digital drive
ASUS A88X+ Motherboard
Corsair 750w Modular PSU

Before is better with one card except for battelfield 4 I got an fps increase of about 40 (90 To 130)
But when i check my usages during gameplay my cpu Isnt topping out At 100
