r9 280 1600 rpm @ 0% fan speed?

My gigabyte windforce 3gb oc is running at 1600rpm on idle when i manually changed the fan speed to 0% under 40 deg is this normal?

Just wanted it to be quiet when idle but now my coolermaster 212 evo is at like 1400rpm on 28 degrees cpu and its like the only loud thing, how do i change that to be quieter
