Can I overclock i5 4690k to 4.0ghz without raising any voltages?

i5 4690k has 3.5GHz stock speed and turbo boost is 3.9.
But Can I Overlclock it to 4.0ghz(Thats the clock speed of the i7 4790k) without raising any voltages?
Most People says about this processor that it can be overclockable easily to 4.4 or 4.5?
Is it true?
Can I even go to 4.5 ghz without raising voltages?

4.6-4.7ghz is the norm for air cooling with devil's canyon chips. 4.2ghz should be able to be reached without increasing stock voltage, so it will do 4.0ghz easily. The chip already boosts to 3.9ghz, so it's only 100mhz more....
4G should not be a problem. You may not have to raise the voltage, or minimally. However, 4.5G seems to be about the max usually and can only be reached with a big overvoltage. Of course this all depends on how fast your silicon is.
