So I was snowboarding and lost my iPhone 5s but I had everything backed up. I have an extra 4s lying around and I was wondering if I could back up my stuff onto that.

If your Apple ID and iCloud were enabled and had content backed up into prior to losing the phone, you can most definitely restore at least your Contacts, Pictures, Messages, Wi-Fi passwords, among other things.
