i5 3570K clock multiplier fluctuating dramatically under full load (temp < 60)

Hi Guys

I OCed my i5 3570K to 4.2GHz at 1.3V (i know that is a high voltage but for some reason below that is unstable). Anyway so I run "Intel Burn Test" at extreme, putting my pc under full load and yet my clock multiplier fluctuates from 4.2GHz to 3.1GHz. I doubt this is due to temperature throttling as I am below 60 degrees Celsius. I have also made sure that voltage is manual, and intel autostep is disabled.

Please advise

(mobo is Z77 extreme 6)
