this is gonna be long since i have 2 questions to ask :)
First I had few years old pc running i5 2500k cpu
and since it was my first build and i didn't care or know much about temps/voltage at the time i built it it seems i damaged the cpu socket when i did or i had a damaged mobo ... either way long story short is b4 few weeks i noticed the voltage in my 12v rail was ~9 so i checked everything and it was running fine until i checked my cpu and oh well sadly 2 of the pins were bent and touched together causing the problem ...
when i took the cpu out the 2 pins came out as they were attached to the cpu so i guess that leave the mobo dead but they damaged the cpu too
image: http://postimg.org/image/e230pjq07/
( exactly at the middle u can see the black dot and some burn marks around it )
my question is since the cpu was running for almost 3 years like this .. and is damaged as it show in the pic ... is it still safe to assume that it good to work with new mobo without overclocking or intense usage cause i would like to use it for another build for my brother instead of buying new one

Second thing is now since that pc is pretty much history to me im going for new build
so after spending hours checking parts and prices i came up with this build
cpu: Intel Core i5 4690K
mobo: Gigabyte GA-Z97X-SLI
cooler: CM hyper 212 evo/plus, Scythe Mugen 4 or Arctic Cooling Freezer i30 depend what i can find since im not sure if i could find the hyper 212
gpu: Gigabyte GTX970 G1 GAMING or Gigabyte GTX960 WindForce OC (it will be last min choice depend on the budget tbh since i don't have it all in hand yet but mostly im going with the 970)
psu: corsair GS700 ( from old rig )
ram: G.Skill 2x8GB Ripjaws-X DDR3 1600Mhz ( from old rig )
i will use my old thermal take dokker case for now with 2 intake fans at front and side
hard disk and optical drive is from old rig as well ( too lazy to check them but i don't think they matter that much )

Few notes:
1- im really limited on budget for now so if u can suggest a downgrade to balance an upgrade or suggest replacements with about same price ( if any needed ) it would be great
2- about ssd i know i should get one but now my budget is limited so i might get it as an upgrade later on
3- oh and since it get kinda hot where i live in summer ( ~30-35c ) i really care about temps ( that why i choose GTX over the R9 mostly )
4- i'll use this pc for both work and gaming at home i'll mostly play at 1080 since that what my screen support
5- im planning on over-clocking to ~4.0-4.2 at less or w/e i can get before i reach high temps
6- will any of the coolers be a problem with the ripjaws rams ? cause i read the mugen 4 has very little memory clearance

lastly i appreciate any help and i apologize for my english if there any mistakes or anything not clear ( and im pretty sure there is ^_^ )

As long as you made really sure the CPU still works, go for the new LGA1155 MoBo. I'm still running my 2700K @4.6Ghz as main rig and it's stable as a rock, so your 2500K still has a lot of life in it IMO. Just try and get a decent HSF. There's a pinned thread you can read for good alternatives or go to www.frostytech.com and check if the ones you have to choose from are in there to compare.

In regards to the Video card choice. If you have budget for a GTX970, GTX980, then you'll be fine for a good while. Your "second best" list would be a GTX770, a GTX780ti (if cheap), a R9-285, a R9-280X or a R9-290X in most favorable to least favorable price/perf and heat wise. If you're gaming at 1080p (1920x1080) then anything above a...
Giving a number on how much you can spend will help us greatly.

In regards to the 2500k; the image doesn't show the actual pin. If it's just a little burn, it shouldn't damage a new board if the CPU is dead. It would not start and that's it. Also, take into consideration the PSU might be faulty as well. If you have a way to test that, please do.

Cheers!

giving a number will be hard considering the prices here usually higher than places like newegg or ebay
my budget is will be either 800 or 1000$ (3200 or 4000 NIS) so i was thinking to spend the extra 200$ on better gpu (if i get it) the parts i posted cost that much here

for prices reference u could check this site http://en.ksp.co.il/?
they give good prices and one of few that got english Interface

i'll give an estimate of prices in $ and links of that site for them maybe it could help with suggestions
cpu: Intel Core i5 4690K ( ~288$ ) http://en.ksp.co.il/?uin=23685
mobo: Gigabyte GA-Z97X-SLI ( ~170$ ) http://en.ksp.co.il/?uin=23034
cooler: CM hyper 212 evo/plus, Scythe Mugen 4 or Arctic Cooling Freezer i30 depend what i can find since im not sure if i could find the hyper 212
all of them go for ( 45-50$ ) --- that store only got the freezer i30 http://en.ksp.co.il/?uin=14895
gpu: Gigabyte GTX970 G1 GAMING ( ~500$ ) http://en.ksp.co.il/?uin=24678
or Gigabyte GTX960 WindForce OC ( ~325$ ) http://en.ksp.co.il/?uin=25963

about the 2500k i took the pins off and yea it just that little burn .. the cpu was working fine b4 i took it off i remember i was even doing heavy load in it in last weeks so is it safe to assume that it will work fine with new mobo ? i don't want to buy new LGA 1155 mobo for nothing after all
and thnx for suggestion about the psu i already tested it b4 i post this and it was working fine

If you can find a LGA1155 MoBo, go for it. It will save you a lot more money than changing the i5 and the MoBo. That extra cash can go into a better GPU or something.

Now, in this point in time, it will be hard to get your hands on a new one that is able to do decent OC. In particular, the Z77 boards like this one: http://www.asus.com/us/Motherboards/P8Z77V_DELUXE/

In any case, a good Z68 is also a good choice if you can find one.

That is in case you want to save as much as possible. If you go the new CPU route, then that budget might be as good as it gets. Components look fine IMO and if you don't want AMD, that looks like your only choice.

Cheers!

Your right, and i was trying to do that in first place but when i saw that burn i got scared tbh cuz the only decent OC mobo i could find was this
http://www.asus.com/Motherboards/P8Z77M/
and this http://www.gigabyte.com/products/product-page.aspx?pid=4720#sp
both cost ~700NIS ( ~175$ ) ... that will kinda be wasted if the cpu turned damaged in a way or another or just get unstable fast if i tried to OC cuz of years running with bad volts
so what u think ? is it a good idea to go for one of those mobo's and hope for the best ? cuz tbh i don't see that much improvement on upgrading to i5 4690k and if i do that the 2500k will be sitting on a cheap mobo without OC for regular use like internet and stuff for my brother pc which is kinda a waste for a good cpu

about AMD i was going for r9 280x or 290 at start but when i checked their temps i decided to get back to the GTX cuz high temps is a problem here

Well then I think i'll look around for a mobo to test my cpu in for few hours or a day and if that work i'll just get a new mobo for it
for the gpu if i get just a mobo for my i5 2500k then the budget will for sure be enough for a GTX 970
and thnx for the tip about the coolers i checked the sticky i'll look for one of those alternatives if i can't get a hyper evo

one last thing which one of the 2 mobos u think better ? i think the gigabyte would be better option
http://www.asus.com/Motherboards/P8Z77M/
http://www.gigabyte.com/products/product-page.aspx?pid=...

and since there might be some extra cash left is there anything else u would suggest upgrading ? i don't see anything worth it but i may be wrong

I've had bad experiences with Gigabyte and I'm a some-what Asus fanboi, so I'm really in no position to recommend either. What I can tell you though, is that the MoBo from Asus that I linked, is the one I bought: P8Z77V. So far, it's been great. In any case, as long as it's within warranty, you can get either one for the intended job.

As for the extra cash... It's always a good idea to save money in case something goes "poof" in your build. HDDs, Fans are common changes you'll want to do if you're in a bad luck streak. Or it can be your starting point for the new build as well. So, in short, I'd say save the money you have left until you see a necessity: more storage, better cooling, extra fan, better paste, etc.

Cheers!

EDIT: Typo.

I wouldn't hesitate on an Asrock Z77 Extreme 4 either if you can find a good deal on one. With that said, the Asus board Yuka suggested is probably the better mobo. I too am an Asus fanboi, but I'm also always looking for a bargain :)

@Yuka I can see that but lets hope it end here ^_^

@Bobplant problem is its hard to find any lga 1155 mobo at all now so im kinda limited on my options so i'll probably get the one i can find first but thnx for the suggestion i'll add it to my short list and see which i can find
