Is this good enough specs for gaming? If not how to improve fps in games

Hey guys I have been playing a lot of new games recently and I have noticed some lag during gameplay. It also differs on the game being played. I can play Metal Gear Solid 5 Ground Zeroes or NBA 2K15 with medium-max graphics and at 50-60 fps (I use fraps) but when I play Dying Light for example I can barely get past 25 fps at minimum settings. I have tried editing the gaming settings in the Catalyst Control Center to make it playable but still it lags. Is it the game itself or my specs? My specs are the following:
Intel Core Duo E8200, 4GB Ram, AMD/ Powercolor Radeon HD 6570
Are these specs good enough? If not, what can I do to maximize my pc and get around 30-40 fps in games (specifically Dying Light)

As mentioned earlier you may be able to overclock some of your components to get to the frame rates you want but ideally you will want to upgrade the CPU and GPU as someone else mentioned. Which in turn will likely cause you to have to upgrade the MoBo as well if you move to a newer chipset (which will most likely be the case)
You can overclock your components to maybe get you to the 30 mark or just above at the lowest settings. You would need to have proper cooling, and a good enough power supply to do so. What are your complete specs, including the make and model of power supply and motherboard specifically?

The minimum requirements for that game are quite a bit over what you have, if you are bellow the minimum the game makers put out, there is no way to play the game well. You should be lucky you get 25 frames on low settings.

This is what you need for Dying Light for lower settings.

CPU:
Intel Core i5-2500 @3.3 GHz / AMD FX-8320 @3.5 GHz

Video Card:
NVIDIA GeForce GTX 560 / AMD Radeon HD 6870 (1GB VRAM)

You said you are saving for a new CPU, if you really mean just a new CPU, that won't work, you will need a new motherboard, CPU, video card and possibly RAM if you don't have DDR3 already. You may also need a better power supply depending on what you have now. If by CPU you mean a full new computer, then that's OK.
