PC Stuttering so bad when playing games and videos (especially for adobe flash player on twitch,youtube,facebook,etc.)

So i have problem on my PC. when im playing some AAA games like COD AW my PC stuttering so bad,even when im playing video on browser (also on VLC but not too bad).

(this will be a long story )

My Specs for now

processor : AMD FX 8320 3.5Ghz
Motherboard : MSI 970A - G43
Video Card : Digital Alliance R9 270x 2GB ddr5
Memory : 2x4 GB 1333Mhz
PSU : Enlight Black Silver 600W
OS : Window 7 Ultimate SP1 64 bit

but when i first buy Digital Alliance R9 270x 2GB my specs is
processor : AMD A8 6600K
Motherboard : Biostar Hi-Fi A85S3
Memory : 2x4 GB 1333Mhz
PSU from powerlogic xenon gtx 2 case (which meaning really bad)
OS : Window 7 Ultimate SP1 64 bit

And at that time i don't know if i can't use my R9 270x with that poor power supply.so i keep using

Okay, so if the top specs are what you currently have and you are experiencing all of that stuttering and lagging, then you need to upgrade your memory. Having 8GB of RAM for you apparently isn't enough. Which, by the way, the more programs you have open at one time the more RAM you use. If you're experiencing this lagging or stuttering effect and don't want to up the amount of RAM you have, then you need to stop using so many programs all at once and close some before opening others. Also, turn off the option to boot with the operating system in all of those programs that are not essential to run the PC.

There is nothing even alluding to him using a pirated program. If he is then that's his risk, but don't just assume someone is.

my gpu temp is 35 C
my cpu temp is 17,5 C

its 10.37 PM on my place
i live in asia

wait , the max temp for gpu is 37 C and CPU is 36,8 C

sorry, this is the real temp after playing CoD AW multiplayer for 3 minutes, GPU is 60 C and CPU is 51,1 C
i know how much the temp is from open hardware monitor program
and yeah i already install gpu driver and motherboard driver in latest version

Unfortunately, those are pretty good temps for that if you're air cooled. Have you tried turning down your graphics settings? It could be a lack of solid power coming from PSU to your GPU. Make sure that your GPU and Motherboard are not on the same 12V rail as well. If they're sharing the same rail then that rail has to much load pulling on it.

im using cheap air cooler, cooler master hyper 103. there is no different between low graphic settings and default graphic settings and the stutter is not continously but happen at random times (like every 20 second or more), so i still get 60 fps above but with stutter. even though i turn on Vsync the stutter still happen. i want to buy a new video card and monitor would that fix my problem ?

I would try upping the voltage that the GPU is getting and see if that stops the artifacting (stutter you see). That sounds exactly like a card not having enough power for its current clock speed. Have you overclocked it at all?

i already overclock my GPU but when im using old PSU, so i think my GPU damaged by my old PSU ( from powerlogic case)

It's possible that using a bad PSU could've damaged your GPU, I would swap the PSU with a more reputable one and then see if the problem persists. If it does persist at stock clocks then you would have to up the voltage a little bit to keep the GPU stable as it might have been damaged. If it stuttering still while you have the overclock going, then you need to set the GPU back to default and see if the problem persists with your current PSU, if it does then get a new one and check again at stock clocks. Don't have any overclocking going on at all till you figure out whats going on.

alright maybe that will fix my problem, but i don't want to take a risk to increase PSU voltage or overclock my GPU (im not expert on PC). Im scared if my other part gonna damaged cause all my part still new and the old one just my GPU. This afternoon i decided to ordering a new GPU and monitor and it will come a week, if the stuttering still happen i would change my PSU too.
So thank you everyone for helping me :) i would choose jdcranke07 idea as my solution
