No you can't because you need to use recovery software and that can only be installed on Windows, there's no way to install or run it on a phone.

I will disagree with Phillip for now as I know there are android and Iphone Recovery programs available, I've just never used them so I don't know if they actually work nor how well they work. Be sure to do some research first, It might be that they require the phone to be rooted first.

Recovery apps for a phone? I never heard of any. But if they do exist then of course try them.
