A friend asked me to build them a pc and i was wondering if this would run games on max settings at 720p-1080p. Also would i be able to overclock the gpu and cpu?

Case:
Corsair Carbide SPEC-01

Case Fans:
Corsair AF120-LED (red led)

Motherboard:
Gigabyte 970A-UD3P

CPU:
FX-8320

CPU Cooler:
Cooler Master Seidon 120V Ver2

RAM:
Corsair Vengeance LP 8gb (2x4gb)

GPU:
Gigabyte R9 280

HDD:
1TB Seagate Barracuda

Expansion Card:
TP-Link 150mbps PCI-E WiFi Card (no free plugs and no ethernet)

PSU:
Corsair CXM600 or Antec True Power Classic 650w Gold

Solution
The TruePower Classic is the much better PSU.
At 720p, that will max most games, unless they are heavily CPU-bound. It will do very well at 1080p as well, even if not maxed.
Because AMD CPUs draw more power and put more stress on motherboard components (e.g. VRMs) than Intel CPUs, I'd recommend selecting a decent air cooler from http://www.tomshardware.com/faq/id-2478892/alternatives-hyper-212-evo-budget-cooling.html instead; air coolers help those components too, whereas AIO liquid coolers do not.
I see you've chosen a cheap wireless card. If your friend wants to play online games, I'd recommend a step up to a dual-band card like http://www.newegg.com/Product/Product.aspx?Item=N82E16833704162&cm_re=tl-wdn3800-_-33-704-162-_-Product...

He is going to be fine Just take in consideration the heating part i use the 8320 and heating is a thing to take into consideration but i dont think he ll have issues on anything he Will do with this build Ialways used AMD because of the value for money with no issues on gaming

The case is already bought and has only 150mm for cpu coolers which is why i chose an AIO liquid cooler, do you know any good cpu coolers under 150mm? Also would the fx 8320e be better for heat?
