New Build Graphics/Video Card Issue ASUS EAH6450 1 GB (Radeon HD6450)

I just finished my first build and am having issues with the graphics. I'm using an LCD monitor that was fine with my old computer, so I know that's not the issue. Anyway, when I installed Win7, the screen was typical blurr you get before configuring the card. Except, there's a pattern of green splotches covering the entire screen. First, I installed the driver using the cd because the computer didn't show the video card in the device manager. When I restarted the computer, it crashed with a blue screen error 0x0000016 (the screen actually had blue and dark blue vertical stripes). I did a few things to try to fix this...first I reformatted the hd and reinstalled Win7. This time the computer recognized the video card and installed the driver. Upon restart, same issue. Then, I went into safe mode, removed the driver and restarted the computer. It booted fine, but then installed the driver at login. After restarting again, received blue screen again (with same video quality issue throughout repair efforts). I also switched slots on the MOB.

So my question is, does this sound like it may be strictly the video card/driver, or is it possible other issues are at play?

MOB: Gigabyte 970a UD3P
CPU: fx6300
Memory: Team Elite 4GB DDR3-1333
SSD: OCZARC100 240GB
Video Card: Asus Radeon HD6450 (EAH6450)
PSU: Raidmax Cobra 400W

There is a good possibility your cheap psu shaped object is causing stability issues. Raidmax is one of the worst PSUs available. It could also be a bad video card. Can you test with another psu and or gpu? Can you test the gpu in another system? Even if it does turn out to be something other than the PSU you should seriously look into to replacing it with a better unit.

Went ahead and picked up a new/different video card. Installed a gigabyte GT730 2GB DDR5 card and the issue was resolved. Fortunately, no issues returning the DOA card. Interestingly, I could not see the drivers links on ASUS website when using the ASUS video card without a driver. But, I could easily find/see the gigabyte's drivers links and website without a driver installed for that card. Made the whole install very easy.
