Does your PSU have to be Haswell certified to work well on Haswell PCs?

No, you just have to disable the new low power c states(c6 and c7) in the bios, many retail manufactures do this by default. It is preferred to have a Haswell ready PSU but not required.
bignastyid is correct, my psu isn't near new enough to be haswell certified compatible but 0 issues with it. Just make sure the c6/7 sleep states are disabled in the bios. They're deeper more energy efficient sleep states and if a power supply isn't certified to handle them it can cause issues. Basically a system will enter the deeper c6/7 sleep state but because it's such low power it's not enough for older psu's to wake up properly and instead shut off requiring a full boot to turn the system back on.
