Stuck on Starting Windows (7) screen.

No matter how long I wait or how many times I try my laptop will not go past the Starting Windows screen. Chkdsk says everything is fine, start-up repair can't find any problems, and I've tried a "clean boot" and I've tried all of the restore points. I can go into safemode just fine though. Help please!

Windows 7 Home Premium. Service Pack 1.

Extra information: A couple months ago I factory reset my laptop, not realizing all I had to do was open it up and clean out the dust to get it to stop overheating. It's been fine until yesterday. I was playing League of Legends (video game) like I normally do, and during the game my screen went black and I lost control of my pc, I couldnt ctrl alt delete or anything to get out. I could still hear the game music loop though. So I manually shut down my computer. This happened two more times until it I started having the starting windows problem.

 
Solution
Did you do the clean boot using MSCONFIG and disabling all non-Microsoft services and also disabling all startup items?
If it boots in Safe Mode then it is likely something got corrupted.
Try running sfc.exe/scannow from an elevated command prompt while in Safe Mode.
Try uninstalling your video card and restarting normally.
Make sure there is nothing else plugged into the laptop, i.e. USB mouse, camera, etc.

So I did everything you said, nothing seemed to work except for uninstalling the video cards. It started up right away. So does this mean I have a bad video card?

AMD Radeon HD 6490M,
and
Mobile Intel HD Graphics. I think I've isolated the problem to the AMD card. Uninstalled just that one and it started up fine. My question now is can I just re-install the AMD or do I have to buy a replacement?
